Spokane City Council passes SCRAPS resolution after over a dozen dogs euthanized

SPOKANE, Wash. – Spokane City Council passed an ordinance regulating the number of dogs SCRAPS is allowed to euthanize Monday night. This comes after the shelter euthanized 14 dogs last week.

On Sept. 22, City Council called on SCRAPS to attend tonight’s meeting to answer their questions, but SCRAPS denied.

In a vote of 6-0, Spokane City Council says SCRAPS will only be allowed to euthanize an animal if they are in physical pain and need a licensed veterinarian’s approval. The shelter must go through a Washington advisory board if it wants to kill an animal for behavioral reasons.

SCRAPS will not be able to kill any healthy dogs for capacity reasons under City Code.
