DNR transfers 530-acre Chapman Lake parcel to WDWF to restore public boating access

OLYMPIA, Wash. — The Washington State Board of Natural Resources approved a Trust Land Transfer from the Department of Natural Resources (DNR) to the Washington Department of Fish and Wildlife (WDFW) on Wednesday.

This marks the first-of-its-kind transfer under the revamped Trust Land Transfer process implemented in 2022.

During a meeting in Olympia, the Board sanctioned the transfer of the 530-acre Chapman Lake parcel, located south of Cheney in Spokane County, to WDFW.

This transfer is set to facilitate the restoration of public boating access to Chapman Lake, which was a popular kokanee fishery until the closure of a private resort in 2011.

The Chapman Lake parcel’s management under the previous system generated revenue for the Common School Trust, supporting K-12 school construction across Washington state. The legislature funded $1.45 million for the transfer which will now be utilized by DNR to acquire replacement property for the Common School Trust.

Commissioner of Public Lands Hilary Franz states, “This innovative Trust Land Transfer is a prime example of our commitment to protecting our lands for the present and future generations while providing sustainable recreation opportunities.

The Washington Fish and Wildlife Commission had previously approved WDFW’s acquisition of the Chapman Lake parcel during its December meeting.

DNR, responsible for generating over $250 million annually through the management of trust lands, ensures revenue supports schools, colleges and critical local services statewide. The Trust Land Transfer tool facilitates the transfer of lands that do not meet revenue expectations but offer ecological or public benefits.

The Trust Land Transfer tool was a key aspect of the 2021 Trust Land Performance Initiative, funded in part by the Legislature. The initiative aimed to make the tool more consistent, transparent, repeatable and effective.

This transfer sets the stage for four other Trust Land Transfers expected in the coming months under the new and improved process.
