
SPOKANE, Wash. — An 83-year-old convicted rapist, kidnapper and murderer will remain behind bars after the Washington State Indeterminate Sentence Review Board denied his parole request and added 15 years to his sentence.
The board announced Monday that Arbie D. Williams was denied parole and received an additional 180 months in prison following his latest parole review.
Williams refused to attend any hearings, preventing the board from assessing his rehabilitation. While he completed some prison treatment programs, his provider noted minimal progress and little insight into his risks. Williams has not completed substance use disorder treatment despite a history of alcohol abuse.
Evaluations determined Williams poses a high risk of reoffending despite his advanced age. The board concluded his lack of insight into his crimes demonstrates insufficient rehabilitation.
“Williams is not fully rehabilitated nor is he a fit subject for release,” the board stated.
Spokane County Prosecutor Preston McCollam praised the decision.
“This is a relief for the survivors and for our community,” McCollam said. “I am thankful the board took into consideration all aspects of this case and the risk of Williams reoffending despite his age.”
The decision ensures Williams will remain in prison for at least another 15 years.
