Central Basin Investigative Team identifies officers involved in Quincy shooting

QUINCY, Wash. – The Central Basin Investigative Team has identified the officers involved in the Jackpot Food Mart shooting in Quincy earlier this week.

On Jan. 8 Grant County Sheriff’s Office responded to the Jackpot Food Mart after receiving reports of a man with a knife.

Officer Michael Kvavle and officer Kyle Talley arrived and tried to approach 24-year-old Jose Rico-Flores when he stabbed and injured one officer.

It is unknown at this time which officer was stabbed.

Shots were then fired at Flores, who died on the scene. The officer who was stabbed was taken to Quincy Valley Medical Center where he was treated for his injuries.

Officer Kvavle has been with the Quincy Police Department since 2017. He is a firearm instructor for both handguns and rifles. He also is a member of the Moses Lake Regional Tactical Response Team.

Officer Talley has been with the Quincy Police Department since 2019. He specializes in the department defense tactics and jiu-jitsu and is also an instructor.
