SAN FRANCISCO (AP) — Two San Francisco ballot measures to expand police powers and compel drug treatment for adult welfare recipients have commanding leads in partial vote counts. Mayor London Breed claimed victory Tuesday night and said the city now has important tools to crack down on crime and a drug crisis. Opponents acknowledged the measures will pass. They say the measures will not make people safer or reduce drug addiction. Breed is a centrist Democrat who faces a tough reelection battle in November. She faces three serious opponents who say her administration has failed to deal with drug crimes, vandalism and theft.
