SPOKANE, Wash. – A man was arrested yesterday after he masturbated at a bus stop on East Sprague Avenue, this was third time he was arrested for indecent exposure.
On April 4, at around 9 a.m., a call was made to the Spokane Valley Sheriff’s Office about a man masturbating while sitting at the bus stop in the 5200 block of East Sprague Avenue.
Deputies arrived on the scene and identified the suspect as 51-year-old Julian R. Cuthbert, sitting at the covered bus stop with his hands positioned in his pelvic area.
The Deputy contacted Cuthbert, who reportedly explained he was homeless and just hanging out.
A witness stated as he was stopped at a nearby red light, he observed Cuthbert sitting at the bus stop with his genitals fully exposed while fondling himself.
With probable cause established, Cuthbert was arrested for Indecent Exposure, a felony, due to a previous Indecent Exposure conviction in 2019.
This was Cuthbert’s third time being arrested/ contacted for similar indecent behavior.
Cuthbert was transported and booked into the Spokane County Jail on this felony charge.
