SPOKANE, Wash. – The Spokane Independent Investigative Response (SIIR) Team has released their initial report on a March 29 SWAT standoff with a child rape suspect which ended in Spokane County Sheriff’s deputies shooting and killing him.

The response team offered a recap of the incident which took place in Deer Park over the course of several hours and included hours of negotiations between SWAT and the suspect.

According to the report, the man refused to comply with requests to lift up his jacket to ensure that there was not a gun on his person and did not surrender when asked to do so by his girlfriend via a recorded message.

According to Sheriff John Nowels, the man had failed to appear in court to face charges before law enforcement shot him on Friday.

His name has yet to be released by the Spokane County Medical Examiner.

After the independent investigation has concluded, the information will be referred to the Spokane County Prosecutor.
