Arrest made after Spokane Valley domestic violence SWAT standoff

SPOKANE VALLEY, Wash. – Spokane Valley Police (SVPD) arrest a man who barricaded himself in a domestic violence incident causing a standoff with SWAT.

SVPD responded to a domestic violence report at an apartment near Sprague and Havana on Jan. 10.

The victim was located shortly after police arrived and identified the suspect to be 60-year-old Jay C. Jennings.

Deputies were told that Jennings was intoxicated and had assaulted the victim.

Jennings also made attempts to take the victims phone away by grabbing it from her when she tried to report the assault.

Police attempted to make contact with the suspect after probable cause was determined to which he was not compliant with.

Jennings refused officers commands to exit the apartment and placed large items in front of the door, attempting to block it.

Attempts from SVPD that advised Jennings to peacefully surrender via PA and by phone were unsuccessful.

Crisis negotiators and SWAT were called in for support and eventually were able to convince Jennings to surrender.

Jennings was arrested on 4th degree domestic violence, interfering with reporting of domestic violence, and obstructing.
