Spokane Valley veteran’s legacy lives on with $126K gift to SCRAPS

SPOKANE, Wash. – A remarkable donation was announced today during the Board of County Commissioners’ regular meeting.

The late Carol F. See, a Spokane Valley resident and Army veteran, left $126,900 to the Spokane County Regional Animal Protection Service (SCRAPS).

See was renowned for her affection for animals, particularly cats, the county said in a release.

Her personal representative, Diane Wilhite, who is also a former Spokane Valley Mayor, shared that See’s home was a sanctuary for many beloved cats throughout her life.

In addition to the financial gift, See’s requested SCRAPS to display a needlepoint picture of a cat she crafted.

The accompanying plaque reads, “Carol F. See, Beloved friend, whose heart and home overflowed with love for every cat she touched.”

The Board of County Commissioners expressed gratitude for See’s generosity.

Board Chair Mary Kuney stated, “I am humbled by this lovely woman’s commitment to providing care for animals in distress. Her gift to SCRAPS will be put to the best possible use to ensure that more cats enjoy healthy lives in loving homes.”
