SPOKANE VALLEY, Wash. – A routine traffic stop in Spokane Valley led to the arrest of two individuals with active felony warrants and a driver suspected of impairment, according to the Spokane County Sheriff’s Office.
On November 5, 2025, around 7:10 p.m., a Spokane Valley Deputy noticed a silver Chrysler 200 while driving on Pines Road. The Deputy recognized the vehicle as similar to one that had evaded law enforcement the previous night. Running the license plate confirmed that the car’s registered owner, Cody T. Spolar, 32, had a felony warrant for assault.
The Deputy conducted a traffic stop after the Chrysler turned into a parking lot near Pines Road and Mansfield Avenue. Additional Deputies arrived to assist in safely detaining the car’s four occupants. Among them was Courtney R. Madsen, 37, the driver.
Spolar was promptly arrested for his felony warrant.
Another passenger, Josephine A. Kelly, 24, was found to have a warrant for burglary and was also taken into custody. The fourth occupant, an adult male, was not charged and was released at the scene.
Deputies suspected Madsen of driving under the influence. After field sobriety tests, they obtained a search warrant for a blood sample, suspecting impairment.
The Chrysler was seized due to visible drug paraphernalia, pending a search warrant.
Madsen was charged with suspicion of driving while impaired. Kelly faced charges for her burglary warrant and three unrelated theft charges, with a total bond set at $2,000. Spolar was held on his no-bond warrant.
