Spokane Valley man arrested after high-speed chase and DUI

SPOKANE VALLEY, Wash. – The Spokane County Sheriff’s Office reported that a man led deputies on a high-speed chase on September 13 before crashing and being arrested.

The incident unfolded around 11:40 p.m. when a Spokane Valley Traffic Unit Deputy observed a white Dodge pickup making an erratic turn from North Sullivan Road onto Mission Avenue. The driver, later identified as 38-year-old Monte L. Marchand, crossed multiple traffic lanes and nearly hit a curb.

Marchand passed the deputy’s marked patrol car at 58 miles per hour in a 35 zone, prompting the deputy to initiate a traffic stop with lights and sirens activated.

Despite the deputy’s efforts, Marchand continued driving recklessly, nearly losing control around Indiana Avenue. He reached speeds of up to 100 miles per hour while attempting to evade police, eventually losing control at Sullivan and East Wellesley Avenue.

Spokane Valley and Spokane County deputies, with help from Washington State Patrol troopers, attempted to arrest Marchand. They used chemical irritants and a ballistic shield, warning him about a possible K9 unit deployment.

After 20 minutes of ignoring commands, Marchand complied following the deployment of chemical irritants and was arrested without further incident.

Deputies noted signs of intoxication from Marchand, including slurred speech, extreme lack of balance and a strong smell of alcohol. He admitted to being drunk, with a breath test revealing a BAC of .202/.211. Deputies also found empty beer and hard seltzer cans in the back seat of his truck.

A search warrant was obtained for a blood sample from Marchand for further testing.

Marchand was booked into Spokane County Jail on charges including attempting to elude a law enforcement vehicle, driving under the influence and resisting arrest. His bond was set at $10,000, which he posted before release.
