SPOKANE, Wash. – Spokane County Investigative Unit detectives are investigating potential criminal actions in what they’ve declared as an unlawful assembly at the Federal HSI Building on June 11, 2025.

According to a release by the Spokane County Sheriff’s Office (SCSO), detectives identified Justice Forral, 33, as a suspect in the assault of a deputy during the protest.

Investigators said Forral grabbed the deputy’s head, knocking off his hat. Due to the situation’s volatility, the deputy could not arrest Forral at the time, SCSO said in the release.

Detectives later arrested Forral near Riverfront Park on June 14 on charges of third-degree assault, a felony. He was booked into Spokane County Jail.

SCSO said Forral was previously arrested on June 11, 2025, on charges of unlawful imprisonment and failure to disperse. He was released on his own recognizance and posted a $500 bond for the misdemeanor charge.

On June 15, 2025, a judge ordered Forral’s release again on his own recognizance for the assault charge, SCSO added in the release.
