SPOKANE, Wash. – An investigative report reveals disturbing details stemming from the arrest of a man in Spokane following an investigation by the Washington State Patrol’s (WSP) Missing and Exploited Children Task Force

The arrest was part of an ongoing investigation into alleged crimes such as promoting suicide and sexually explicit conduct involving a minor from Colorado Springs.

According to the WSP report, the investigation began after the Colorado Springs Police Department notified WSP of inappropriate online communication encouraging harmful behaviors such as suicide on a secret mobile phone between Andre Smolyas, 34, and a 16-year-old girl.

In March 2025, the report revealed the girl was hospitalized in Denver due to severe psychosis, prompting investigators to obtain search warrants for the suspect’s phone records and discover connections to an address in Spokane.

On May 21, 2025, officers executed a search warrant at Smolyar’s residence on N. Five Mile Road where Smolyar was arrested and evidence, including electronic devices and personal items, was seized, investigators detailed in the report.

Smolyar is charged with promoting a suicide attempt, possession of depictions of minor engaged in sexually explicit conduct, viewing depictions of minor engaged in sexually explicit conduct and communication with a minor for immoral purposes.

The report said Smolyar has a current felony arrest warrant from Colorado Springs for Exploitation/Enticement.
