Pullman City Council passes new short-term rental regulations

PULLMAN, Wash. – The Pullman City Council has voted to implement new regulations on short-term rentals such as Airbnb. The decision was made with a four to two vote and has sparked differing opinions among councilmembers.

The city’s planning commission began drafting these regulations in August 2023 as part of an update to the city’s overall zoning code. The new rules will allow short-term rentals up to the size of a duplex in all zones. Operators must obtain a business license and have emergency evacuation plans approved by the city. Additionally, a lighted emergency exit sign and smoke and carbon monoxide detectors are required.

The regulations also impose occupancy limits and require an inspection by a city building official, among other rules. The initial permit application fee is $200, but annual renewals will be free.

Councilmember Trymaine Gaither expressed support for the ordinance, saying, “I don’t believe this ordinance is about making things harder… I think it’s about knowing there’s a clear process if problems arise.”

However, Councilmember Nathan Weller voiced concerns, stating, “I do think it’s government overreach, I do think that it’s going to make it more difficult for mom and pop on fixed income to run something like that.”

The new regulations will take effect on June 1.
