Man arrested for stalking and holding victim against will in Kootenai County

KOOTENAI COUNTY, Idaho — A man was arrested for stalking someone and holding them against their will in their home in Kootenai County.

According to the Kootenai County Sheriff’s Office, 37-year-old Justin R. Raper stalked the victim, entered their home without permission, held them against their will and trespassed in the victim’s home.

sent the victim a photo of himself holding a gun to his head along with a threatening message at around 4:30 a.m. on Sunday.

KCSO said Raper was not allowed to have guns due to prior felony convictions.

Deputies found our Raper was at a home on West Grange Avenue in unincorporated Post Falls.

When deputies arrived, Raper originally refused to leave the home. SWAT was called out the scene and Raper was eventually taken into custody without incident.

Raper was arrested for kidnapping, stalking, burglary and trespassing. Additional charges may be pending as the investigation continues.
