Flags lowered in Spokane to honor Justice Susan Owens

SPOKANE, Wash. – Spokane Mayor Lisa Brown announced that flags at city facilities will be lowered to half-staff in memory of Former Washington Supreme Court Justice Susan Owens.

This aligns with Governor Bob Ferguson’s directive for state and U.S. flags at all state agency facilities.

Justice Owens, who served on Washington’s highest court for 24 years, passed away on March 28, 2025.

Mayor Brown encouraged the community to join in this tribute. “We encourage anyone with a flag outside of their home or business to join us in honoring Justice Owens,” said Brown.

The flags will remain at half-staff until close of business or sunset on Thursday, May 8. Residents are invited to participate in this act of remembrance.
