The Spokane Valley Police Department (SVPD) identified the suspect who refused to comply during a standoff with law enforcement on July 24. Tandy C. Parker, 58, was charged with fourth-degree assault and resisting arrest after the standoff concluded.
According to the SVPD, deputies contacted the victim after responding to a domestic violence report in the 10100 block of East 15th Avenue. The victim described being assaulted after an argument with Parker had escalated, and stated that Parker had access to firearms inside their home.
Deputies established probable cause to arrest Parker, but were unable to contact the suspect. A search warrant was obtained and after learning of Parker’s access to firearms, along with their uncooperative behavior, other agencies were called to assist Spokane Valley police.
These agencies included the SWAT team, crisis negotiators and the Spokane Regional Air Support Unit.
After Parker refused the attempts made to negotiate a peaceful surrender, members of the SWAT team entered the residence and took Parker into custody with no further issues.
Parker was booked into the Spokane County Jail, facing charges of fourth-degree assault and resisting arrest.

The standoff has ended, but it is not yet clear what the outcome was or if anyone was arrested.

SPOKANE VALLEY, Wash. – South Herald Road was shut down between East 16th and 14th Avenue Thursday night as the result of an ongoing police standoff.
Spokane Valley and Spokane County Sheriff’s Office (SCSO) deputies, along with a SWAT team, responded to the scene around 8 p.m. A helicopter circled overhead, and officers communicated via loudspeaker with someone inside a building on South Herald.
Corporal Mark Gregory from the SCSO stated that the incident started as a domestic violence call. The suspect has reportedly refused to comply with police commands to exit the building and currently has access to weapons.
Authorities are expected to provide more updates as details from the incident are confirmed.
