Avista proposes rate increases for upgrades and wildfire resiliency

WASHINGTON — Avista is proposing rate hikes for customers over the next few years, citing the need for infrastructure upgrades, wildfire resiliency and higher power expenses.

The company says the proposed rate increases aim to recover operating and maintenance costs, as well as to fund investments impacting energy costs. These include upgrading infrastructure, enhancing wildfire safety and prevention, improving technology, and addressing the rising costs of producing and purchasing electricity.

The proposed rate increases include a 13.9% hike in 2027, followed by increases of 4.7%, 3.5%, and then 2.8% in subsequent years.

For electric services, customers can expect their average monthly bill to rise from the current rate, just under $125, to nearly $158 by 2030. Natural gas customers could see their bills increase from $91 a month to $100 by 2030, pending approval from the Washington Utilities and Transportation Commission.

Avista had to by the end of 2025 to comply with Washington state’s climate laws. The commission ordered Avista to reimburse some investment costs from Colstrip to its customers.

The proposed rates reflect business costs outside of the Colstrip development as well. The rate increases are subject to an 11-month approval process.

Avista highlighted their programs to assist customers with bills, and more people qualify for this help than may be expected.
